I am looking for a structural engineer to do some ground investigation, structural designs and provide an SER certificate for a small boathouse/ studio near Inverness. I already have architects' drawings and we have applied for planning. Any recommendations?

Indeed pushing each wing in turn would work to free the wheels. The photo is unclear, but it looks like they are pushing both wings at once to me.
