Takes a bit of finessing. If it's stiff, it's potentially because you've tightened up the bolts at the gearbox end too tight, or there's drag in your cables. Also - a reasonable amount of cars sold in the far east, so the HVAC stuff does need the AC element - and the more variation introduced to spec, the more complicated it is to make.
