4k council tax bill! WTF !

In a new build flat and moved to another flat in the block. For our old land lords agency to release our bond they want to know all the bills are paid.

We recieved a council tax demand two weeks before we moved out as the flat was not registered for the 11 months 2 weeks we were in there.

They are now asking for the full 2k from last year and 2k for this year!

Surely we are not liable for Council tax on an unregistered flat while living there?

SP (Gutted he could nto vots last year due to not being registered)
