The twat in charge of making the roads safer in Scotland said (and I'm paraphrasing but this is the gist of it)
"The a77 SPECS is a success because we have only caught 48 people speeding."
(An astute reader may at this point notice that he appears to have made two unconnected statements. He might as well have said "The Middle East peace process is a success as the urban fox population of Wolverhampton is rising.")
They were put up at great cost to stop people dying. Not to stop people speeding. Speeding, in itself, is not a crime which we spend millions of pounds trying to stop.
Now a sensible chap like myself may say that money could have been spent improving the junctions on the A77, at least one of which claims a few lives a year and requires a right turn over what is effectively a motorway. But I guess that would have cost even more than the Specs system.
But the twat didn't talk of road safety at all, just speeders. According to the home offices' own figures speeding and accidents are not directly connected.

(The rumour is the a77 system doesn't work very well hence only 48 speeders. What they should do is spread a rumour on the internet that it is only on when there is a full moon and thus encourage people to push their luck. Or tell us you can switch lanes and avoid it....)
