New Camera Vans?

I've now seen two vans with what looks like a stereo camera out the roof. Alarmingly they were both facing forward on a stationary van. I've found the spider senses aren't quite as tuned into spotting a camera van that's facing me.

It could be similar to the units you see on the left of motorway gantries. Is this a new mobile system or something else?
