Always worth considering the alternatives;
The Fiat Punto Sporting comes in 1.2 & 1.4 flavours - The 1.2 is group 3 insurance, iirc...
The Vauxhall Corsa SXI is another option, which is also group 3, with a 1.2 engine...The Corsa also has a wide variety of aftermarket 'tuning' options - AKA Noisy back boxes / bodykit tat, that no 17 year old would be without...

Both of the above are specifically aimed at young drivers - They have bodykit / alloys as standard, and sports seats / rev counter / white dials (

There's also the likes of the Polo...Nice looking wee car...

(I'd probably be inclined to discount Mk 5 Fiesta's - They seem a re-skin of the Mk3, launched in 1989...So its basic structure is 20 years old...)
If he moves up a size, the smaller engined Focus / Civic's etc should still be insurable...
