The parking adjudicator is not a court of law I believe, but their decision is binding on both sides. They are appointed by the government. There is at least one case in England where the NCP had tampered with photos to stitch up some punter - not sure why - cannot be a business model worth pursuing - but the adjudicator was smart enough to know they had been tampered with when the punter had some evidence that conflicted with them.

In short, I think you'll get a fair hearing and the council's photos will be considered evidence but not it you can prove you were somewhere else.

TBH, it's kind of hard to imagine any systematic stitch ups - they would have to tour the area just before or after the lines were in force and then tamper with the date/time on their cameras, then issue the tickets, all outside of their normal working hours. Not all that likely I think and it would only take one contrary bit of evidence (e.g. CCTV footage of your car somewhere else at the alledged time, or a real clock somewhere else in the shot) for them to land in a whole heap of dog pooh.

Cheers,
Robin

"My understanding is that they could enforce them through the courts but for the sake of £20 it's not worth the hassle,

In Englandshire it's a different story, with clamping being legal, etc.

The joys of the Scottish legal system!"

Am not saying that you are wrong, but what would legal basis would there be for the action?

I can’t see them getting away with an argument that there is a contract with "the parkerâ€

A Parking Warden had passed away and his colleagues were in the process of burying them when they heard banging comming from the coffin. A voice from inside pleaded that he was not infact dead and could they let him out. To which they replied "Sorry mate, too late as we have already completed the paperwork"

Actually, if that cough is asbestos related, I am your man. Early resection can be curative for mesothelioma, but if the cough receptors are being triggered, then it is probably invasive.
