The whole point of starting this wasn't to start a war between the 2 very differing viewpoints.
I just remembered hearing somewhere a while back, that if the NIP came in unrecorded, you could just bin it as never having received it.
I'm not remotely interested in the moral rights or wrongs of a fixed penalty. Seems that some people enjoy shouting from their ivory towers tho.

I'd be tempted to ignore the first one and see what happens. If you get a second one then pay up.

What the fcuk is the matter with you lot?
The guy posted once asking a question, he was not moaning or whining. Read it again. He asked if it was valid as it did not come by recorded delivery, which it used to.
This place is going downhill with do gooders spouting off after other do gooders, none of whom have read the guy's post properly. He has 13 posts so is probably careful of what he says, I have 13,000 so don't have to.

I think with the endless persecution of the motorist it is natural that people seek potential loopholes, more to avoid the points than anything else. If was just a fine most people would just pay but with the points system and scameras lurking in every bush it's quite easy to get caught out. If your livelihood depends on having a licence you are going to want to avoid points.
Legally exploiting a loophole in the law differs slightly from lying.

He asked my opinion (or SE's in general), as many have in the past, and he now has it.....
To sum it up for me and this isn't directed at anyone on SE, just a generalisation, but to me it is a matter of honesty, same as the thread about distance selling regs, hit and run bumps or people stealing stuff....it seems more important to people to see what they can get away with than just being honest or up front at the mo.
I'm no angel as those that actually know me on here will testify.
Anyhoo.....I'm away to my feds only ivory tower...y'all have a good one!

Appreciate that Campbell, but he asked for advice, he is a newbie, he was not whining or whinging, he did not say that he was not paying it, just asked how they could know that he had received it.
And I entirely agree, it is ridiculous that NIP's are not being sent by recorded delivery, I had three cheques sent for TT 2010 that never arrived. If I am sending something important I send it recorded and then I am covered, your second line admin department should be doing the same.

Why do you think he was asking?
They only have to take reasonable steps to carry out the 172 requirement.....no mention of it having be recorded delivery....corroborate it going to the post office and the job is done IMHO.

Sorry, as would be said in Court, that is assumption, not evidence, ie it could not go missing between the PO and the destination?
How many cases were there last year of postmen either ditching mail that they could not be bothered delivering, or the classic one where he had 100,000 stored in his flat?
This is not directed at not accepting the consequences, but only that the question would not arise if they were sent recorded. They always used to be so who's bright idea was it to change the system? Surely with the revenue that Scam Vans are bringing in now, which never used to be there, they could afford the extra stamp.
