New rules re speeding

I have been reading about the rules re speeding:-( do they affect us in Scotland? I have was under the assumption + 10% +1 is safe...Is that no longer the case?

And also the law has never included the guidelines for +10% +1 - that's a force by force guideline where they'd take action - and not something to rely on.

Had a quick look and if I read it correct it relates to guidance for courts and doesn't cover fixed penalties?
