Yeah - It's an old trick that my Dad uses.
Basically the belt is currently in profile,, you should be able to JUST twist it so show the ribs/printed bit, if you twist it more than that or it twist easily then it's too slack

Yeah - but there can be a fair bit of play on the long run side when the belts are on. I think it's a similar "rule of thumb" like the 1/2" deflection on a fan belt.

Well changing the timing belt was quite easy bar the Crank bolt which was a real pain to torque correctly, I never ground enough off the socket so torque wrench got stuck
. The old belt was very slack and the timing marks were out
