Should I be able to see this bit spinning (K series content)

I noticed today when turning the car around to access the other side in my tiny garage that I could see something spinning which I can't remember noticing before.

Is this normal? Looks like there are some holes for bolts - maybe a missing cover?

Thanks!
Chris

Should there not be a little cover bolted over it? There is on mine?
