As per tut you can uprate the bulbs but it will cause the wiring to become brittle or burn out, usually over a long period. The "proper" way to do it would be to wire directly from the battery and use a relay tied into the old wiring which would then just be carrying the switching current. The best option is to fit HID lamps as these are not incandescent lamps and work in a completely different way. HID lamps I believe actually draw less current but produce more light in a similar manner to flurescent lamps. They use a balast to produce a very high starting voltage with low current and then use only a little power to produce the light once ignited.
