The high pitched tone is not an uncommon for an alternator to make when it's not turning but is enabled to generate, it's the rotor voltage/current controller, I assume they are based on a chopper and it's operation makes the rotor coils 'ring' as it chops, hence the noise, which you would never hear normally . . . sounds like your alternator still thinks it's 'enabled' even though the car is switched off . . . that being the case it would appear to be broken . . .

Best verify that it is the alt by completely disconnecting it and retesting your current draw measurements . . . just to be sure
