Also, any point spending twice the money on polycarb driving light covers or are the plastic ones perfectly OK??

Polycarbonate is a plastic! I assume you are comparing to Acrylic or Perspex ones? Polycarbonate is bullet proof (literally, assuming you have a thick enough sheet) but not all that rigid so a sharp stone can break the glass behind it anyway, just by deforming the lens cover. Polycarbonate is also easily abraded so will lose it's transparancy as it gets sandblasted at the front of the car. OTOH, neither acrylic or perspex are that much better (both will get sandblasted also) and are not bullet proof.
Short answer is any of these will be fine and will probably need to be changed now and then. All are better than not having any covers (though you can retrofit them after you've smashed the glass

).
Cheers,
Robin

Yes, assumption correct. Acrylic(or whatever eliseparts cheap ones are) £15, Polycarb. £30. Buying acrylic.
How do they fit on intact lights? I read people glue them on broken ones, but I want something less permanent than glue.

They just pop over. The partial vaccum created by pushing them on keeps them there.

If you need a bit of extra grip a dollop of silicone sealant will do nicely to make sure the thing stays on and you will be able to remove it with an angle grinder easily enough
