High pitched whine

This happened before and I can't emember how it was fixed. It a noise similar to a fan that seems to be right behind my right shoulder when driving. Ali thinks its maybe the fuel pump as you can hear from the petrol camp. It stops for a moment if I go over a bump on the road. When I turn the engine off it seems to stutter to a stop. I'm pretty sure last time it was a pully / belt / motor / fan type thing that needed cleaning out just. Any suggestions before I start taking the fuel tank out?

Could you switch the engine off while going down hill ? The fuel pump will turn off but the engine will keep turning so you will know if it is the pump making the noise.

I used to get a high pitched whine, but from the passenger side.

Stopped when I dumped the girlfriend.
