The blocks aren't heavy just slit the tapes holding the pallets together and bung them on the portacabin roof.

They ain't breeze block - they are 18kN concrete block - would take a while to shift all of those (breeze block aka Thermalite are recognisable by their "scratch coat" finsh.

Looks like standard housing block to me 1000kg/m3 density, you could shift that fairly quickly with some help from the red mist. That's if the site is closed, if it's open then a quick word with the site manager along the lines of "Hello, I work for Building Control, can you move that, then we will have a brief chat about your site" should see his bluff called.
