It does seem implausible, but we could reproduce the problem at will when Sanj popped over - then I disconnected the oil temp/pressure (which is it?) sensor (the thing that prevents VTEC engaging), but of course we also pulled off the stupid elephant pipeage as part of removing the engine cover. Car immediately behaved itself, but of course would not go into VTEC. I was suspicious about the sensor or VTEC being responsible for the problems, so reconnected it, and the car still runs fine. Tie wrapped the shorter intake pipe somewhere around where the rear wheel arch would have been, removed the pipeage from the engine cover, job done.
It sounds fishy until you realise that the pipe was doing at least 2 if not 3 180 degree turns, all squished into a small space, and is heavily worn such that the rubber is flapping loose form the steel coil wire. Pretty sure it must be possible at certain air speeds to collapse the rubber such that there is nearly no air flow (try sucking air through a balloon if you don't believe me). VTEC probably a red herring.
Cheers,
Robin
Sanjoy did mention the hose to me, and i fobbed him off, as i assumed that if it could get enough air at fullthrottle, it'd easily get enough on part throttle, but as i said to Sanj, robin is almost always right about these things

Glad its all sorted. and it really is a shed.

If you do suffocate in the process, you're too stupid to live anyway

If you're too stupid to not know not to give your kids balloons to pay with, you're helping evolution make up for lost time

We are lenient and let them keep the ones that remain inflated
Which generally isn't for long...
