There is no way at all to make a windows system completely safe and still make it usable. Generally speaking you need your users to have admin privileges on local machine (if not on the network), so then stuff can be done on their behalf without them knowing.
Running linux is a vm under windows actually doesn't fix it all (keyloggers still see the key strokes on the outside, and screen scanners still see the graphics on the screen), though it obviously does eliminate a host of threats.
But it's horses for courses ... keep it safe out there

I used to think that I was safe living in a sleepy little Scottish village, but of course that does not apply nowadays.
I have used Quicken for my accounts now for 20 years, so with online banking I would pick anything up almost the same day, but although I do not really have any worries about CC frauds, identity fraud is another matter, and frightening.
This can take years to sort out, and in the meantime you lose all credit rating, and probably your house as well. Needless to say the authorities and police are their usual inept selves to do anything about it.
