Hopefully that won't be the case this time round due to the standard ECU. When TC was banned in late 90's the teams ran open-loop systems that effectively gave TC based on gear selected, engine speed, throttle position and circuit position. So more pseudo-TC could be applied in 2nd gear than 6th gear. Hence some cars still made that awful hacking noise on exits. This option (at least) won't be available this time round... or at least it will be heavily compromised since any map will have to work exiting hairpins in 1st/2nd aswell as hitting 6th gear on the main straight.

Senna had very strong views on the Schumacher's Benetton having watched it from behind the barrier at the Pacific GP in '94... and the FIA crypitically announced at season end ('94 or '95 - can't remember which) that a team had cheated but they couldn't prove it in law so had to turn a blind eye.

I think that t/c etc or a sort will be integrated within the diffs to detect/monitor/limit slippage. Shouldn't be too hard to engineer for these guys.
I think Mr Hamilton will do quite well having recently come from the (officially) T/C-less GP2. Likewise Kovalainen and Rosberg.

Are they not using a STD Ecu next year ? is so like tuscan_thunder has already said they will just stick it elsewhere sensors on the diff monitoring slippage etc these could send a signal to the ecu tricking it into cutting power, just think about those kit's you get for the rover mems that modifies data to the ecu so the ecu does things different to what it was designed to do.
