It sounds like a faulty TPS. I suggest you use an OBD2 scan tool to read back the throttle position when the throttle is closed and at full throttle position.
You can ignore the IACV learning stuff.
The lotus scan tool contains a TPS learning procedure for use when the TPS is replaced; however, if the old TPS is gubbed and you replace it with a new one, chances are it'll work fine without using that. If it does need resetting you can reset the TPS min/max positions by turning on the ignition, pumping the pedal up/down at least 5 times quite quickly and then switch the ignition off again, wait 30s before switching on again.
You might try the above anyway, but I don't know that it's worth it until you have ascertained whether or not the TPS is working properly.

PJ, I have got an obd2 scan tool, used it on JJ's car last week to test the tps. Wont be able to do it till next weekend though, off to Turkey tomorrow.

Rosco - didnt get a chance to check the board on Wed, otherwise I would have fired over and picked it up. Tried taking the plugs out but the tool I had was too wide (a ba doom tish) to fit down to the plugs.
