We did have some workers fixing a pot hole in the road a while back (was last christmas I think). It was as you describe, except they were blocking my garage for three weeks whilst nothing happened beyond digging up on day 1, covering hole with metal plate on day 2 and fencing off whole area and pissing off for three weeks
