I was going to try and answer the main question you asked in the post but was wanting time to think about it.
I did have a problem with the Police when I discovered that a Police officer had filed a totally false report about a firearms incident (mechanic found air rifle in my boot which I was transporting to Livingston the following day) about me. Only came to light 10 years later when I had a disclosure done for working with kids. I had no idea the info was there and its disclosure resulted in me been banned from my kid's school.
I asked 3 different lawyers what I should do as I wanted to confront the Police Force concerned . Every single lawyer said I would end up getting unwanted attention from the Police

Some bloody country where Police can get away with stuff like that. It took me a year to sort stuff out and felt really depressed.
So maybe a visit to the local Police station isnt the best idea.
I actually did get it sorted by taking a softly softly approach to Disclosure Scotland, 2 Police Forces and my MSP.
Best just keeping out of their way way and not attracting attention. I know they are not all bad but even one can do a lot of damage behind the scenes and its hard to prove them guilty.
